The Management School of Shenyang Normal University
I. History and Development
Founded in 2007, the Management School, was formerly the Political Education Department of Shenyang Teachers College, established in 1953, and one of the earliest departments of the college. The school now has undergraduate, postgraduate, and doctoral levels of education.
The undergraduate programs are Administrative Management, a National First-Class Speciality, Labour, Social Security, a Provincial First-Class Speciality, and Human Resource Management. The school is authorized to confer master’s in the discipline of Public Management which encompasses 5 sub-disciplines: Administrative Management, Public Policy, Social Security, Public Human Resource Management, and Public Management Evaluation. It is also authorized to offer master’s professional degree in MPA of the first-level discipline. In addition, the school has a Doctoral joint training program in Management with Josai International University in Japan.
The school has provincial research bases, such as the Ideology Study Centre of the Publicity Department of the Liaoning Provincial Party Committee, the Key Research Base of the of Talent Development Strategy of Liaoning Social Science Association, the Research Centre of Livelihood Security & Public Management in High-end Think Tank of Education Department of Liaoning Province, and the Research Institute of Community Management with the local government. Additionally, the school has the Public Functionary Training Centre of Liaoning Provincial Party Committee and the Continuing Education Training Base for the professional and technical personnel by Liaoning Provincial Department of Human Resources and Social Security.

II. Faculty and Students
The Management School has three levels of educational qualification. As of December 2022, there are 438 undergraduates, 240 postgraduate and 9 doctoral students in the school. In recent years, 45 international students have obtained master’ and bachelor’s respectively. The undergraduate students in the school are mainly from the following 8 provinces and autonomous regions: Liaoning, Guizhou, Xinjiang, Gansu, Henan, Sichuan, Anhui, and Tibet. The students in the school have won 5 professional competition awards at the national level and more than 20 awards at the provincial level.
The school has 42 faculty members and 34 full-time teachers. Among them, 28 have the doctorates, 19 are professors and associate professors, and 5 of them have oversea study experience. Full-time teachers have won various titles and honours at national and provincial levels, which include National Distinguished Professors, Provincial Prominent Teachers, National Excellent Teachers with professional degree in Public Management. Talents of “One Hundred-One Thousand-Ten Thousand Talent Project” of Liaoning Province, Outstanding Masters Tutors in Shenyang, and Prominent Teachers of Shenyang Revitalization Talent Program. The school has 1 National First-Class Course, 6 Provincial First-Class Undergraduate Programs, 2 Provincial Demonstration Courses. In the past three years, the school has won the first and second prizes for Outstanding Teaching Achievement at the provincial level, the first prize in the Liberal Arts group of the Provincial Young Teachers’ Lecture Contest, 2 first and second prizes for Teachers’ Lecture Contest of Higher Education, 9 second and third prizes for Outstanding Teaching Achievements of Liaoning Government, 4 National Social Science Fund projects, 14 Provincial Social Science Fund projects, and 2 Provincial Educational Reform projects.
III. Degree Programs
The undergraduate programs enrols students in Administrative Management and Labour and Social Security Specialities in Public Administration, about 120 students each year. The graduate programs enrols students in Public Administration Discipline, approximately 90 candidates for academic and professional degrees. The doctoral programs enrolscandidates twice in spring and autumn semesters, with an enrolment scale of 2-4 students in total per year.
Administrative Management and Labour and Social Security are the Provincial First-Class Undergraduate Specialities, and the Administrative Management is also the National First-Class Undergraduate Speciality.

The school offers 4-year undergraduate programs, with a total of 150 credits. The core modules in Administrative Management include Principles of Politics, Administrative Management, Constitution and Administrative Law, etc. The core modules in Labour and Social Security include Introduction to Social Security, Principles of Social Insurance, Foreign Social Security System and so on.
The postgraduate programs last for 3 years, with core courses such as Public Administration, Public Policy, Public Administration Research, Social Research Methods, Political Science and so on. The school recruits 70-90 postgraduates every year.
IV. Academic Research
As of December 2022, the faculty members in the school have published more than 100 research papers in authoritative academic journals such as Chinese Social Science Citation Index (CSSCI) and Science Citation Index (SCI). Besides, they have undertaken 17 projects of National Social Science Fund and National Natural Science Fund. In addition, the faculty members have also published 56 monographs and won 16 provincial government awards.
The school has two provincial training bases, namely “Liaoning Functionary Training Base” and “Liaoning Professional and Technical Personnel Training Base”, three research bases, namely “Liaoning Ideology Research Centre” of the Propaganda Department of the Provincial Party Committee, “Talent Development Strategy Research Base” of Liaoning Social Science Association, and “Community Management Research Institute” of Liaoning Provincial Department of Education.
There are also two think-tank platforms, namely, “Research Centre for People’s Livelihood Security and Public Management”, one high-end think-tank of Liaoning Provincial Department of Education, and the “Research Centre for Land Space Optimization”, an innovative think tank set up by Liaoning Provincial Department of Science and Technology.
V. International Exchanges and Cooperation
Every year, the school will select teachers to attend international academic conferences, to study for doctorates or go abroad as visiting scholars. The school organizes at least one international academic conference each year. In recent years, many distinguished scholars both at home and abroad have given academic lectures for the faculty and students. Among the scholars, there are Paul and Jane, from Queensland University of Science and Technology in Australia, Professor Yu Yang, Yuan Fuzhi, Ono Yuanzhi and Sun Genzhihua from Josai International University in Japan, and Professor Lin Lin, from National Jinan University in Taiwan. In addition, the Administration Speciality accepts international students every year.
In 2018, the school signed an agreement of jointly doctoral program with Josai International University (JIU) in Japan. In 2019, it was approved by Liaoning Provincial Department of Education for the “International Teacher Training in Management” project, and many teachers are invited to work as doctoral supervisors by the JIU in Japan.
